MacBook Pro M1: holding Fn key not displaying F-keys on Touch Bar.

My MacBook Pro M1 recently stopped showing the F buttons while I hold the globe/fn key. I have the press and hold Fn key set to show F1, F2 ect. keys. I tried resetting the Control Strip and Touch Bar, I've restarted my Mac after making the changes but it still won't show

What happens on the virtual keyboard? On my M1 laptop with Touchbar and macOS 26.3 Tahoe..... when pressing the Fn key I see the arrow keys change, Return key, Delete key, and all of the Function keys. What happens on the virtual keyboard when you press the Fn key? That may provide a clue.
