Apple Watch pairing with iPhone 16 encryption passcode issue

I recently got my iphone 16 fixed, they had to replace the entire inside so it is basically a new phone. I have been trying to pair my apple watch to my phone again and no matter what I do it does not let me finish the process. I get the watch and the phone to pair, then I am able to start setting up my watch again. Once I get to the end-to-end encryption is where I start to have issues. It wants me to put in my passcode for my old phone, which I have no idea what it even could be because I didn't have a passcode on it. So I select I don't know my iphone passcode so that it can send a code to my other devices. I have all of my other devices on the table in front of me and it never once sends a code to any of them no matter how many times I try. Then it tells me I am unable to continue and unpairs my watch. I am at a loss at what to do and I don't want to drive an hour to the apple store when I was just there two days ago for my phone randomly breaking with no one being able to explain why.
