I can’t download my amazon return QR codes to my wallet. It says safari cant download. It’s been months and it’s still not working.

Take a screenshot of the QR code. Then use that screenshot from Photos when required.

That is incorrect. It is not temporary - screenshots will always work. It is not a bandaid and it does address the issue, as it solves the issue of being able to display the QR code when required.
I've had the same issue for a couple of weeks. It worked flawlessly until then. I added screenshots of what is happening when I click on Add to wallet. I've looked at many posts, and I have removed old passes, restart my phone, cleared the cache on Safari. Still having the issue.
True that. My library has a terrible app that's not compatible with the Passwords app and logs you out after 24 hours. I asked them why and they told me "Security". So I just took a picture of the barcode on my library card, put a shortcut to it on the home screen of my iPhone and it's easier to use than Wallet.
Unfortunately that does not address the issue. That is only a temporary bandaid.
