Unable to download apps from the App Store on an iPad 4 running iOS 10

Your iPad 4 has a long-ago obsolete 32-bit system architecture, this having been superseded in more recent models of iPad by a 64-bit system architecture. The iPad 4 cannot be updated beyond iOS 10.3.3 (WiFi Only) or iOS 10.3.4 (WiFi+Cellular).

All 32-bit Apps have been retired and withdrawn from the Apple App Store. Unfortunately, available 64-bit Apps are fundamentally incompatible with 32-bit architectures - and cannot be used with your obsolete iPad 4.

If you need to use currently available Apps, your only option is to replace your current iPad with a much newer or current model.

An iPad 4 isn't capable of 11 or above; they require an A7 or better CPU. If you encounter an issue other than one requiring an OS update to those versions, describe it.
