iCloud Photos: Video import fails, requests JPEG

iCloud Photos won’t accept importing any videos. I have tried many different video codecs and file types to get videos from my camera to my iCloud photos. It just complains that the file isn’t in .jpeg format. JPEG is for pictures so I tried using M-JPEG files but they aren’t accepted either. Even uploading to iCloud files and then saving to camera roll doesn’t work. Sometimes it doesn’t let me save and sometimes it has an error saving. How can I import videos to iCloud Photos?

It sounds like you're trying to use a browser to upload videos to iCloud Photos, is that right? But a browser cannot be used to upload videos to iCloud Photos.

Videos can be uploaded to iCloud Photos by using the Photos app on a Mac or on an iPhone or on an iPad that is synchronized with iCloud Photos. (I imagine with the proper app, you can do this from Windows, as well.) When you import pictures or videos into Photos on one of those connected devices, the pictures and videos will be automatically added to iCloud Photos.
