US International keyboard layout does not work on a Japanese keyboard

US International keyboard layout does NOT work with Japanese physical keyboard on Macbook Air.

I'm having this issue previously described on reddit:

https://www.reddit.com/r/MacOS/comments/1povvuu/macbook_air_us_international_layout_doesnt_work/

Despite selecting US internation as the keyboard layout, instead of getting:

áêõ

I get

´a^e~o

I also notice the layout doesn't actually change despite the top bar on the screen showing that the layout is US International (in reality it is not). There have been two updates or more since I noticed the problem, but it has not been fixed.

Which keys on your Japanese keyboard are you pressing for ' and " (acute and umlaut)? Shift 2 and Shift 7?

Keyboard viewer for US International PC set to JIS shows these dead keys remaining on the next to last key in the middle row. Does pressing that key on your Japanese keyboard, and then the base letter perhaps produce the accented version?

Does holding down a vowel on your Japanese keyboard produce a popup menu with accented versions?

Does Option e then e produce é ?

In any case the JIS template for the US International PC layout is probably not right. To ask Apple to fix it, you can use

You can probably make a custom version with the correct dead keys with Ukelele.

It's the second one. Each software keyboard layout has 3 variations -- ANSI (US), ISO (Europe), and JIS (Japan). The JIS version for US International PC is not correct, it sort of keeps the " and ' deadkey characters on the next to last key of the middle row, instead of moving them to shift 2 and shift 7. I don't know whether pressing that key and then a vowel will do anything on a Japanese keyboard, probably not.

Yes, shift 2 and shift 7 for " and ' respectively.

Yes to both. Does that mean the US international keyboard is not actually set despite what is shown in the menu bar? Or does it mean it is set but for some reason it is not working as intended? Sorry, but I am somewhat new with MACs and lost at what is the intended behavior.
