You are not asking Apple here but other end users. The Neo has not yet shipped so no one here has any hands-on experience yet.
Franky, when the do ship, you will do better to ask about those tasks in the new Developers forum. It was split off from these consumer-leaning forums last year. Few developers doing those task remain here.

The Neo is an entry level base model with limited un-upgradable RAM. Its intended for email, web browsing, document writing, etc... first and for most.
While it's likely to be able to do those tasks you list, it may not do them well enough for production environments or with enough performance. It still will do them since its running full macOS Tahoe, but whether you will be satisfied with how it dos them is a different matter.
Think of the MacBook Neo as a Chromebook contender. Would you do any of those tasks on a Chromebook? If not, then you probably don't want to do them on the MacBook Neo.
For those kinds of Tasks I would expect a Mac mini to be the better choice At a similar price tag as long as you don't need the mobility and built-in screen.

It’s a budget priced Mac that runs a full and compete version of macOS 26 Tahoe. While you could do the things you ask about you might be disappointed the performance. If you need raw horsepower the Neo is not for you and neither is a budget priced PC. I hope you understand that.

Plain and simple, no. It’s a much more capable and better built/equipped Chromebook. Do you do your current programming on a Chromebook? If so, it might satisfy your current needs, but in no way future proof you.
