Assuming that the Passwords App has been added to the Dock...
With the Passwords App open to the blank page, swipe upwards from the bottom of the screen to expose the Dock - tap the Password App icon - then tap New Window. This should open another Passwords App window showing your stored Passwords. Finally, close the blank Passwords App window.

Someone said to swipe up from Passwords.
Someone else said to click the three dots, but I didn't have those displayed.
Yesterday, though, I read Lotus Pilot's solution, which worked (swipe up; click the Passwords icon at the bottom of the screen; then open it in a new window; then close down the blank one . . . hey presto! - it worked : ))
OK, so before going down a rabbit hole, what were the two previously suggested fixes?
