If you are instead talking about backups to iCloud, then yes, Ireland may be a possibility. Apple has a HQ there but I don't know that that means your files are actually located there. For all I know there could be multiple copies distributed in various locations in the world.

Backups to a Mac(not iCloud) are stored at ~/Library/Application Support/MobileSync/Backup/.

Well, yeah, but that's not as funny as what I wrote-- and it doesn't address Ireland, exactly…

Another way to find out where you iPhone backups are held is to connect your iPhone with its charging cable an click on your iPhone in a Finder's sidebar. Then click on General and Manage Backups:
Then in the net window Control (right) - click on your iPhone backup and select Show in Finder"
Your backup can be found at iCloud.com. Unlike Dallas, Texas, for instance, iCloud.com is not a place on a map. Apple's servers are located all over the world. That distributes the risk-- my work in Dallas will not be destroyed by flooding in Quebec, or mischievous Leprechauns in Limerick, since the data may also be stored in Copenhagen. It is all encrypted and inaccessible to any persons or Leprechauns who don't have your passwords.
