How to sync iPad 2 with iCloud on iOS 9.3.5?
Does anyone know how to sync the ipad2 to the icloud? . I am on IOS 9.3.5

You're being kind to the OP by using the word "virtually". As of today, that Support article ("Published date: November 03, 2025") indicates that iOS 11 is the minimum for any iCloud feature.
iCloud Backup may once have worked on iOS 5 or later (Wikipedia), and iCloud Photos may once have been available on iOS 8.1 and later (Wikipedia), but clearly Apple has been raising minimum system requirements.
If any iCloud features that still work on iOS 9, they only work in an unsupported way, or by accident.
