Family Sharing Screen Time: Child's usage and toggle issues

Family sharing issues

I cannot see my child’s screen time usage and when I try to toggle on the share across devices on their iPhone it just turns straight off?

I also do not think the screen time limits that I have set are working.

for information I have an old iPhone 8 so not sure wether this is part of the issue.
