I understand your frustration but this is a user to user support forum. Apple is not here. We are all volunteers on this forum which Apple provides for everyday customers to help other customers with issues that we may all experience. Sometimes we are better and more creative in providing solutions, but some issues are things only Apple can solve at their end. If it is a hardware issue they only you and they can determine that.
I am on the other side of the world from you. I have no problems connecting to the App Store so this is likely an issue local to you, either with your iPad or Apple's service where you reside. Some of those could be things that only Apple knows about. In fact I have never in 20 years had a problem connecting to the App Store so my suggestions are based on what Apple has in its support articles and what others have said here.
From browsing the forum I see a few reports of App Store problems from people posting in Russian, so I can only presume this is some issue specific to Russian users. However, that's only a few posts in 12 hours.

Do you have another way of trying to use the App Store? An iPhone or Mac computer? That would at least tell you if it is the iPad or something more general to your connection.
And do make sure you tried the things in that article, even the simple ones such as restarting your iPad.
