iCloud account are themselves free, you should not be billed for them.

Do you mean you are being billed fort the iCloud+ subscription 3 times? If so, how are you determining this?

Apple charges including iCloud do not specify what they are for on your Payment method's statement. They would only show up as "apple.com/bill".

To then identify the charges you would need to access https://reportaproblem.apple.com and find the charges there.

As there can only ever be one iCloud subscription per Apple account, there's no real situation where multiple subscriptions would be active unless the payment method being charged is shared among more than one person, or you are the Family Organizer in a Family Sharing group, in which case any subscriptions from the other members would be charged to you. In either of these cases you would need to find the subscription on the other people's accounts and cancel them there.

Otherwise, you would need to tell us how you are determine the 3 charges are for iCloud and where you are seeing these charges.
