Copy-paste between my iPhone and Mac is not working. How to fix?

I’m using macOS Tahoe on my Mac and iOS 26 on my iPhone. The Universal Clipboard feature is supposed to let me copy something on one device and paste it on the other, but nothing happens when I try, and the small phone icon on Safari is not showing.

Both devices are on the same Wi-Fi network, Bluetooth is on, and Handoff is enabled on both. I also tried restarting the devices and toggling Handoff off and on.

What’s confusing is that other features like AirDrop and transferring phone & FaceTime calls to the Mac work fine, so the devices clearly see each other.

But copy-paste between them just doesn’t work at all. Has anyone run into this or found a fix?
