iPhone 16pro storage problems, I continue to get Storage full messages & am unable to take videos (which I need to do for my job). I have removed, deleted & offloaded multiple videos, pictures & emails.
What else can I do to fix this?

You haven't told us what your storage is, but you need to have at least 10% of your storage free so that the iPhone can manipulate its files. You will continue to have problems if your phone is nearly full.
You have not said if you use iCloud Photos or if you use Optimize Storage. Optimizing iCloud Photos can allow the Photos Library to occupy less than 20% of the space it uses otherwise.
Videos take lots of space. An iPhone 16 has a USBc port, so you can easily store videos on an external drive using Share>Save to Files.
Just to verify, are you leaving the deleted photos/videos in Recently Deleted until they time out (so you have a way to restore them, but they still take up space), or do you also delete them from Recently Deleted (bypassing the "safety belt")?
But how many are you deleting and how much space are photos taking up?
This is a kind of zero sum game: the only way to have more space available is to delete more stuff.
Yes , it shows photos as majority of storage used. I have kept removing/ deleting photos.
