Can't get rid of old emergency alert

I have an iphone 16e running ios26.3.1 with emergency/public safety alerts turned on under government notifications. I received a weather alert 5 days ago and it continues to show on my home screen every time I look at my phone. There is no X that allows me to close it. I tried turning off the alerts then turning off my phone. When I turned it back on, the alert was still there. How do I get rid of the out-dated alert?
