Provisioning of SIM or eSIMs are a carrier function. Please contact the support team at your cellular service provider. I almost always have more success with In store re-provisioning of SIMs.

IMEI numbers can be blacklisted. It’s done by carriers and it’s nothing Apple can resolve. They assign the IMEI to each device in the factory, but have no further involvement with number. Apple cannot assist in unbanning a number or alter the number. I wish you luck tomorrow.
I went into the service providers store, I’ve since been told that it’s due to the phone apparently being blacklisted, but when I check if there’s any restrictions or if the IMEI is blacklisted, there’s no indication from anyone I’ve contacted that it is. I’m just really unsure at the minute but I’ll try the store again tomorrow! Thanks again!
