iCloud is not extra storage to supplement your Mac's disc. iCloud is a synchronization service intended to synch data between all your Apple devices. If you save a file or photos to iCloud from your Mac then it is copied to all your devices which synchronize with iCloud. If you delete it on your iPhone it's gone for ever.

In iCloud settings you can use Optimize, which will offload files from your Mac and leave reduced quality photos on your Mac but if you want additional storage, rather than a synch service, you'd be better off buying a USB drive.
