iPhone 17e frozen: 'Emergency Contacts Have Been Notified

My iphone 17e is frozen with The Emergency Contacts Have Been Notified.

I tried the volume up button, release, volume down, release, then side button for over 3 seconds. I’ve tried this sequence a number of times without resolution.

Try a forced restart again. First take off any case. Then:

Press and very quickly release the volume up button > Immediately press and very quickly release by the volume down button > Immediately press and hold down the side button and keep holding the side button until the Apple logo appears, release the side button. https://support.apple.com/en-us/HT201412
