If you are seeing this and you are running the 26.4 beta version of iOS/iPadOS then you should downgrade back to the regular version. They have not provided us (regular users like you) with any guidance about age verification. If your country is not in the list, go to the “Other countries” entry at the end of the list and click on the “options” link. Use the previously provided information to contact Apple. They have yet to provide any guidelines about this.
I downgraded my iOS, however the age verification remains. I also don't have a credit card.
