Sending large PDFs with email size and format limits

I need to send multiple PDF documents to the State of Illinois. They have strict criteria. Only send 1 email, send PDF attachments. They will not accept links such as OneDrive or Drop Box. Emails can only send 20 MB. One document is 340 MB! What should I do? Your advice is appreciated.
