Apple Watch 11 blood oxygen not in Vitals app, Russia

My Apple Watch series 11 are L/WA. As I understand the blood oxygen levels don’t show in the Vitals app because of some ongoing trial in the US. But I live in Russia and I don’t understand why I don’t get the data
