The bank creates and issues the Apple Pay token. The token is encrypted by the bank or in many cases the Payment Network Operator (Visa, Mastercard, American Express etc.) who at this point is a Token Service Provider or TSP.

The TSP sends the token to Apple servers which then add it to the Secure Element inside your iPhone. If a scammer obtains your personal and financial information they will attempt to add your card details to their iPhone for use with Apple Pay.

Apple is not a bank and does not verify and authenticate the personal and financial details. Only the bank that issued the card can verify and authenticate the information. The bank verified the card information, your information and the device via 2FA. Again Apple cannot verify the information, your bank did.

Please contact the fraud department at the bank that issued the card.
