In the Camera app do you have the HEIF Max indicator? If there is a line through it, tap it for a 48MP photo. Note that as seen in your screenshot that it does not apply to Night Mode, Flash, Live Photos or Macro Photos.

If you are on the main camera at 1x in daylight ProRAW, have selected ProRAW maximum resolution in the camera, and are updated to iOS 26.3.1, and not getting 48 megapixels, check with Apple Support.
