iPhone 13 to iPhone 17 data transfer not working

I have been trying to transfer all my data from iPhone 13 to Iphone 17 locally (by not using iCloud) however once I’m met with the screen where you choose the method of transfer and then select Phone to Phone transfer, the process repeats all over again and I’m met with the screen of transfer type selection all over again. Anyone know how to fix? I’ve tried transfering via PC but had no success either. Both iPhones have iOS up to date.
