I would like to create a Personal Voice recording. However, it would seem that there is a bug within the system as my only option is to do so with an USA accent. Is there a bug fix in the pipework as the only languages shown in "Choose a Language" is Chinese, Spanish and the English USA variant. Why no English UK.

Yes. There are very few language options for Personal Voice.
Seems it is still early days for personal voice:
Many are grateful to be able to access what is already freely available.
Languages for many countries are not yet available. Generally no-one here in the community knows what Apple will do in future, until new features or languages become available.
