I'm trying to connect a MacBook Neo to an Apple Thunderbolt Display. Since the USB-C ports on the MacBook Neo don't support Thunderbolt, is there a preferred converter/dongle to support this connection?

There is no way to use that display with the MacBook Neo. It requires a Thunderbolt signal that the MacBook Neo cannot provide.
If you wish to use an external display with a MacBook Neo, it will have to be one that does not require a Thunderbolt signal.

If the hardware ports on the Neo themselves do not support Thunderbolt, no dongle would magically enable the hardware on the Neo to support it. The speed of the USB ports themselves are fixed in hardware. This is one of the Apple imposed limitations of the Neo to get it to reach a certain price point.
