Error 3253 Connection to the server failed or was dropped. mail could not be sent

I have Outlook for Mac installed on a MacBook Pro running Tahoe 26.3.1 just today I started getting error 3253 whenever I try to send emails out, no problem receiving - I can send from my iPhone, but not my laptop. I tried to fix by creating a new Outlook profile and reinstalling accounts, running scripts on Terminal to purge cache preferences and finally reinstalling Outlook. Nothing has worked. Has anyone else come across this problem and managed to fix it?
