Apple Watch not pairing with new iPhone 17

I recently swapped my iphone 13 mini for a new 17. My apple watch has not paired- it says pairing not complete. when i select complete pairing, I get a message that the phone cannot connect to the watch. I have restarted the phone, no help. The watch is in the Find My List but cannot be found.

Did you follow the steps mentioned in this article to pair the watch to your new iPhone?

Pair your Apple Watch with a new iPhone - Apple Support

Back up your old iPhone, which will also create and include the backup of the Apple Watch
Restore your new iPhone from the backup of the old one
pair the watch to the new iPhone, using the created watch backup.
