How do I prevent Apple Calendar events from changing dates and times during Morocco's Ramadan time shift?

Every year when Morocco temporarily change time for Ramadan (in 2026 from Feb 15 to Mar 22), every event created in Calendar (on MacOS, iOS or iCloud website) with multiple time-zone setup enabled are automatically shifted/modified to 2 days earlier at 11pm until 11pm (whatever the original time) when synced across devices. It makes it IMPOSSIBLE to use multi-time-zone Events/Calendar.

This is an UNSOLVED and RECURING problem, that has been reported every year and in many posts in discussion.apple.com since 2020. All the solutions in the articles about Syncing issues, Updates issues... are useless. This is clearly a bug in the syncing system related to that timeshift in Morocco. No issues with Google Calendars.
