What do you mean by 'custom screensaver'?
Do you mean one that, for example, displays specific images from your Photos library?
Or do you mean you want to write a completely new screensaver that doesn't currently exist, like, for example, the venerable Flying Toasters (if you're old enough to remember that).
For the former, you can do that via System Settings -> Wallpaper -> Screen Saver -> Custom where you can select photos from your library, or a folder of images to display.
For the latter, you'll need a copy of XCode and Apple's ScreenSaver documentation (plus some coding expertise)

There are so many issue with wallpapers and screen savers in macOS Tahoe— I would be inclined to stick with a default screen saver and see if you can get that to work as expected...
