I have an iPod Nano. iTunes no longer recognizes iPods. As far as I know, we are supposed to use iTunes to download podcasts to the computer, and the Apple Devices app for Windows to add and delete podcasts to the iPod.
Have you downloaded the Apple Devices app for Windows to your computer? The Apple Devices app will recognize your iPod.

Per Wikipedia, "As of 2024, Apple is phasing out iTunes in favour of three dedicated apps, Music, Podcasts, and TV, but the iTunes Store will still remain".
What this means for Windows users is that iTunes is not going to recognize your iPod. There will be no icon for your iPod. You must use the Apple Devices app for Windows. That is where the icon for your iPod will show up, as you said.
iTunes is still used to download podcasts. For music, you must use the Apple Music App for Windows. Have you downloaded the Apple Music App for Windows?

Are you using the official Apple dock for the 2nd gen shuffle?
try getting the iPod shuffle 2 charger dock,since the wiring is different on the 2nd gen dock compared to those cables you’re mentioning
I am using an original Apple ear-phone-to-USB cable as shown in the 2015 iPod fourth generation user manual. (I could not find the User Guide for the 2nd generation in the on-line manual library.)
thats weird,my iTunes install still communicates with my iPod just fine
