You should not have to install or reinstall the macOS on a new Mac.
If you can not erase and reinstall using the directions above, then take it back and have the OS reinstalled or return it.
If you were trying to migrate from your old Mac that has a larger internal drive..?
Then you need to return that Mac Air and purchase one with a larger drive or manually move what you need from the old Mac.
I would return it for one that works as expected new out of the box.
Very important to plug into power before you decide to turn it on and set it up.

I will say the computer has a built in Recovery Volume for reinstalling its current macOS—
"100 GB of the desk was full"— what was this transferring in an old account(?)
So it is unclear what you did exactly...
deleting the User and setting it back up was the way forward

WiFi not Showing Up:
If WiFi isn't showing, then you need to use Ethernet. This is the adapter you'd need to use for your Mac: Belkin USB-C to 2.5Gb Ethernet Adapter - Apple
Please share what really happened, macOS does not just delete itself.
