Without additional information as to your model of Apple Pencil and iPad, it is difficult to offer definitive guidance for your particular situation.

Apple Pencil Compatibility

The Apple Pencil Pro and second generation Apple Pencil are both paired and charged simply by docking the Pencil with the magnetic changing dock of a compatible iPad Pro, iPad Air or iPad mini A17.

By contrast, the USB-C Pencil and first generation Apple Pencil must paired and charged with a direct connection to the USB-C or Lightning port of the host iPad. When using a charging cable with a first generation Apple Pencil, the appropriate Pencil charging adapter must be used.

There are two different (and easily confused) versions of Apple Pencil charging Adapter. Here is the Adapter used for charging a first generation Apple Pencil from a USB-C Power source:

New first generation Pencils now ship with this special adapter in the box along with the Pencil. However, some older stock purchased from retailers may lack the USB-C to Lightning adapter - and may instead have an older Lightning to Lightning Adapter.

For owners of older first generation Pencils, or for “old stock” new Pencils, the new special adapter can be purchased directly from Apple as an accessory.
