Apple Watch app stuck on unpairing

Watch app is stuck on unpairing. The watch itself is ready to pair. I’ve been dealing with other but related problems for several hours while trying to pair. The watch seems to be doing a better job than the phone.

Watch was previously paired. Phone is Chinese, watch is American. The iCloud fix (erasing the watch online) does not work - it says pending while the watch waits to connect to the internet
