You hardly give any details surround the query, for some insight.
I use Hotspot for 100% of my internet connection on Mac
What I can say with each and every update it seems to effect the easy or complications connecting to the hotspot.
"Use Instant Hotspot to connect to your Personal Hotspot"....
"Instant" is a bit misleading, sometimes, but generally no you have to hassle with it to connect
I would simply toggling the iPhone>Settings>Personal Hotspot>"Allow Others to Join"...
if off toggle it ON.
If it is ON, toggle it OFF then back ON Again in an effort to jump start the connection and compare your results.
Hotspot is a Carrier option if is supported or not on your plan.
Note: The current Sequoia including bug fixes and security updates is macOS 15.7.4
