Time to Leave alert settings for Calendar app on iPhone

iPhone 13; iOS ver 26.3.1

When I make an appointment on my calendar that has a location that shows in maps, I am not able to activate the "Time to Leave" alert. I get the message "Requires Alerts & Shortcuts Automations To Be Enabled". I can't figure out how to do this and nothing comes up when I search within Settings. Everything works as expected on my iPad, just not my phone.

Go to Settings > Privacy & Security > Location Services, scroll down to the bottom of the page, tap System Services and turn on Alerts & Shortcuts Automations.
