Can’t access Private Browsing because of the new update

I updated my phone 14 to the newest iOS version and now screen time limits have been enabled that I can’t change. My parents didn’t set any either. I can’t open a tab on private browsing or delete my safari history and I don’t set any limits either. I looked it up and it said I should sign out and then sigh back in, but I can’t because of the limits. I can’t turn off the limits because I don’t know who set them and what the password is. I also can’t change app restrictions or anything else. Pls help.
