Syncing PDF attachment in iCloud calendar

I created an event on my iCloud calendar on my iPhone, and it will sync on my iPad calendar. However, when I drag and drop a PDF attachment from Mail on my iPad into this calendar event, it will not sync to my iPhone calendar, and vice versa. This function used to work very smoothly: i.e., a PDF attachment dragged and dropped from Mail into a calendar event can be synced between devices. However, it has not been functioning for three weeks.

Note: I use only one iCloud account. All calendar events are created on iCloud calendar.

I'm wondering if you have enough free storage space on iCloud. Could you go to iCloud.com and see if your event show the attachment?

It's working fine on my end. My iPhone uses iOS 26.3.1(a) and my iPad, iPadOS 26.3.1(a). It took a little while for my iPhone to show the test appointment I created on the iPad, though. (I quit Calendar on the iPhone, waited a minute and reopened it to force a refresh.)

Note that I didn't use drag-and-drop on the iPad. I used the Add Attachment functionality in the event creation window.

All the event/ appointment information sync perfectly except the PDF attachment, even I used the "Add Attachment" function.
