Activation Lock applies to a device only. And only requires you enter your iCloud account password when asked by the iPhone.
If you have an issue with your iCloud account specifically, that would not be Activation lock.
Why exactly can't you access your iCloud Account?
Can you log in to your account on https://icloud.com?
Activation Lock is a security feature to prevent access to a device not an account, it cannot be bypassed though. You must enter the password for the requested account when asked on the device.
If you don't remember your account password, then you will need to recover access to your account.

If you need to gain access to the iPhone, but not the account, you can request Apple remove Activation lock, but will need to provide proof of purchase of the iPhone from Apple or an authorized reseller.

This requires the iPhone be erased, so any data on it will be lost, but would already been lost if the iPhone was already at the Activation Lock screen.
