Certain App thinks there is no network access when there actually is

I accidentally cleared an app from the screen on my IPhone. When I go to the app store, it prompts me to open it (not "get" it). When I open it, it tells me that I have no network access, but I AM CONNECTED to WiFi AND Cellular. The App is still insisting that there is no network access. Can anyone help?
