How do I fix Apple Pay's Update Shipping Address error?

Apropos of absolutely nothing, I suddenly can't use Apple Pay because it says I need to update my shipping address. I've gone into settings and updated it in my Apple ID and in Wallet & Apple Pay, and I've also updated the cards in my wallet and it's still happening.

Any clue how this can be fixed?

Had Apple Pay worked for you previously?
If so, what significant data has changed since you last used it? Might you have changed region, for example? Or the cards in your Wallet? Or something to do with two-factor authentication?

When you say Apple Pay you’re referring to Tap-To-Pay at a merchant’s location, correct?
