How do I fix Screen Time app limit issues on my kids' iPhones?

Does anybody know how to properly set app limits on my kids Screen Time whenever I set one hour a day on Snapchat it just completely does not let them go in and then when they request more time I give them one hour and then it signs them back out after about 20 minutes. I’ve tried almost everything.
