Here is what the Apple Support article says about age verification depending on your region.

  • Use an approved method: You can use a driver's license or national ID, or a credit card to confirm that you're an adult. Passports, debit cards, or gift cards aren't supported*.

*A Digital ID in Apple Wallet created using a U.S. passport can be used to confirm that you're an adult.

UK Passport is not an option. If the ID you are referring to is your Driver's License, then what happens when you scan (or manually enter)? Users who have found the Driver's License initially not accepted have found it worked after a restart.

Currently there are 2 additional ways to verify age beyond a Credit Card. If you are in the UK, or your Apple Account is set to the UK, it can use the length of time the Apple Account has existed as a verification. i.e if you've had this same Apple account for more than 18 years. Or you can use a driving license by selecting the option at the bottom of the Card entry form after selecting "Enter Card Details manually".

If you have no other form of ID, there is no way to verify your age at this time.

This is ridiculous. I don’t have a credit card, I don’t want to have to have a credit card just to verify my age. I’m 64! I have multiple debit cards and charge cards and a passport but it’s not accepting anything.

Driver's License or Credit Card is what you would need. Neither the Debit Card or Passport are acceptable. If you have a Driver's License and entered it, then restart your device.

Hey, calm down. I’m simply trying to help.

As I don’t have a credit card I attempted to verify using my digital driving licence.

Initially this didn’t work due to Apple’s poor instructions which simply said: ‘place your card on the rectangle’. I did that & nothing happened.

Then I contacted Apple Support who walked me through the procedure. What I had to do was photograph my card on a black or dark background. I did & it worked.

Since then I’ve used Apple Pay on my iPhone successfully.

Not happy I don’t have a credit card and don’t want one as it stops me amassing debt. National Insurance Card and passport can’t be used and my driving licence is a provisional one and many decades old. So how do I confirm I’m over 18? Why on earth face recognition can’t be used is beyond me. I persons age can be shown especially in later years of life!

Provisional License has been confirmed to work, you just need the updated one with the photo and not the old paper style.

So one more will not be a big thing. Apply for a credit card, set up a DD to pay it off monthly, add it to your Payments & Shipping, use it for nothing else. Cut it in half maybe.

No thank you. My bank either charge a monthly fee or want you to transfer a debt from somewhere else to this new credit card. I don’t have any debt. I don’t want any debt. I am disabled so don’t drive, but for some reason a passport isn’t sufficient ID. It’s really frustrating.

If you don't need adult websites or Apple Pay then just hit the option to verify later.

I have never been charged for a credit card in 50 years. Find a better one. Try Martin lewis's website or a comparison site
