Does the Series 11 or Ultra 3 measure hypo blood pressure? In the manual and at the official web site it is mentioned that both models only notify hyper blood pressure by measuring blood veins reaction to heart beats. May this measurement intercept also hypo blood pressure?

Whether or not the system is capable of detecting low blood pressure is a question I doubt anyone here can answer. All we can say is that currently, it does not.

No. The Apple Watch is not capable of measuring blood pressure at all.
As noted above, it can look for patterns that may indicate hypertension.
