I have an iPhone 16 Pro that I upgraded yesterday to IOS 26.4. I had a previous issue with White Circles appearing when I clicked an option like 3 dots or 3 dashes to pick one of the options. This was finally fixed by the last release of 26.3.

“I have reported this issue in January 26 with some screenshots already. If you Reset all Settings and restart you will get all iOS 26 animations (that some appreciate less then other). If you counter them back with the Accessibility tricks (reduce motion), you will get the weird circles again.“

Looking at the reply by @adrianpiwo, there is a screenshot. What do you get you get when you take a screenshot of these animations? I would also take a screen recording, and see if you see it there.
Forward these files of what you see to reportaproblem@apple.com, and provide the URL of this thread. Include what has occurred, and how it has changed since (“this has gone away and has come back”). Title it the same at the title of this thread.
You provided the feedback two months ago —iOS 26.4 was release just a few days prior to your post. So, I’d say provide feedback today. Bugs have been fixed, but it has returned.

Thanks for your advise. I was just able to fix it. I asked AI what I could do to fix it and it came back with instructions to go to accessibility and then to Touch and make sure it’s turned off. I went through all the options under Touch and any that were not shot down already I shut them off. problem solved!

If that happened to me, I would try Settings > General > Transfer or Reset iPhone > Reset > Reset All Settings.

I agree 100% with the reset, made by @sberman.
I also recommend that you report this to Apple...
Report this to Apple:
Do your Part: Provide Apple with feedback on this, letting them know about this issue. Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come. Apple will know nothing of this, if you don't report it to them.

do you mean the weird cricles that should avoid Liquid Glass animations?
I thought it would be fixed in the newer updates. I’m still on 26.2.
and stay probably another while ..
