Checks performed and their results:

Test on another device:

• • the same SIM card installed in another phone → SMS to the problematic number is sent successfully.

Test with a different SIM card:

• • a different SIM card installed in the iPhone → SMS to the same problematic number still fails to send.

Actions performed on the iPhone:

• • deleted the contact and all message history with them;
  • reset network settings («Settings» → «General» → «Transfer or Reset iPhone» → «Reset Network Settings»);
  • performed a hard reset of the device;
  • checked if the contact is blocked (the number is not listed in «Blocked Contacts»);
  • verified the phone number format;
  • restarted the device;
  • turned iMessage off and then back on;
  • attempted to force‑send as SMS (by long‑pressing the send button).

Conclusions:

• the issue is not related to the SIM card (it works on another phone);
• the issue is not caused by SMS balance/package with the carrier (sending works on another device);
• the issue is not due to contact blocking or number format;
• the problem occurs only when sending from this iPhone, regardless of which SIM card is installed.
