On the Credit Card screen there is an option to enter details manually and when you choose that, on the bottom of the next screen you will see the other options for verification.

Since you have confirmed it is having difficulty focusing on your ID, make sure you are in a well lit location and it may help to tap the card on the screen for force manual focus along with having it on a dark solid background. It is not going to take a photo of your ID, it is just scanning the ID. Yes you can go to the Apple Store and they will assist getting you up and running as long as the ID used is one of the acceptable forms.
I had the same issue. 44 years old, and it wouldn't accept my passport or drivers license. It didn't automatically scan either document, despite me holding each id within the frame for minutes at a time. And when I tried taking a photo, it went all blurry. I spoke to someone at Apple who asked me if I had any VPN on my phone, which I did. Not active but still there. I deleted that, then reset all network settings. The phone restarted, I tried again and it worked 1st time.

Scanning the Driver's License will work, it just may take some patience. First make sure you skip the credit card screen by tapping Enter Manually and on the bottom of the next screen, choose more options for verification. Here are some tips that have helped others:
Mind you, threatening to switch to Android means you are not up to date on this. Android requires age verification as well because of U.K. laws.

Read the list of acceptable IDs for meeting the requirements. You might also want to contact your MP and express your displeasure at the age verification laws they enacted. Apple and Android are just complying with U.K. law.

Since the age verification is specific to an Apple Account and not an actual device, you can sign your account into a friends or family members device for the age verification, then sign back out.
Other than that, schedule service on your device to get the camera fixed, or put the repair cost into a new device that will not have a camera issue.

Your Drivers License should work as long as it is a photo ID and not the paper one. A UK Passport is not accepted and if your bank card is a Debit Card, OFCOM specifically says they CANNOT be used for verification.
Here are some tips that have been noted by others to get your Driver's License to work:
Try tapping the card in the camera view to manually focus. You will need to hold the camera steady and it is not actually taking a picture that is being sent anywhere. Another tip that has worked for others is to restart your phone and try again, make sure the entire card is in camera view.
When we did it, with the help of an Apple agent... we used a drivers licence and it succeeded because we darkened the room and placed the licence on a black surface... it worked like magic! The slightest ;light stopped it from working. Good luck!

Make sure you are also in a well lit location and hold the camera steady while it scans the entire card. There is no progress indicator, but some have said it takes longer than expected for the scan to complete. In addition on some iPhones the manual focus by tapping the ID in the camera view will work better instead of relying on AutoFocus.
Good Job, VPN's frequently will block network connections for any sort of verification process to prevent fraud. Banks are now more frequently even blocking access to their servers when a VPN is detected.
Thank you so much for commenting this I had a vpn too and it wasnt accepting but deleting it made it work first time. I would've never guessed that was affecting it lol

Your phone contains services that ARE required by UK law to have an Age Assurance verification. Without verification, Communication Safety limits will be turned on, which means Messages sent to you that contain nudity will be blurred and others can certainly share iCloud Photos that are viewable on your device that may also need blurred. Both of these services are device specific examples where Apple would be held accountable.
Specifically for the UK Passport to be used as a Digital ID for verification when added to your Wallet, there is a stark difference in how those are verified in the US. It is not Apple that has to verify that information, and it is actually the Government that takes the responsibility for verification. Apple is able to do this without compromising your personal/private data by giving it to the Government. The UK could implement a similar framework, but at this point it has not happened and they prefer to not take any responsibility in the verification and put the onus on the provider. This is all Apple needs to provide for the US Government for them to approve the validity of the document.
The issuing authority receives only information they need to approve or deny adding your ID to Apple Wallet:
Aside from the data listed above, no other data from your device and no personal information about your Apple Account is shared with the issuing authority.
I have had a problem also because I am a UK citizen living in Ireland. My Apple account is a UK one that I’ve had for years,.
the system would not accept my Irish driving licence, nor my UK credit card. I tried entering credit card details manually but it is linked to my Irish address.
also not everyone has a black background and I found I had to hold the phone still for quite a long time for it to scan.
i am 81 years old, I use Face ID. Surely that in itself should be good enough.
i rang Apple support and the advisor was very patient helped me through everything I’d tried so far but with no success.
finally I tried my UK passport and on the second attempt it worked.
surely there must be an easier way if this is necessary at all?
I understand it’s a new UK law but as others have said they don’t have the necessary documents and why should they?
NHS or NI numbers should be sufficient.
