The "rainbow edges" to which you refer are associated with Siri and Apple Intelligence. As your iPad A16 does not support Apple Intelligence, this feature is not available with your iPad.

I had the rainbow effect initially and then lost it. I had to toggle Apple Intelligence to OFF and then Toggled On and download is at this time is at 42%. Some kind of bug. Just has to be re-downloaded.

Just completed re-downloading Apple Intelligence. Toggled OFF and then ON. And Rainbow effect is back !!
