I have tried Restarting, starting in Safe Mode, and also starting in Diagnostic Mode. Restart and Safe Mode had no effect on the issue and Diagnostic Mode reported that there were no diagnostic issues. The only evidence I can find is that this occurs on one user only - if I sign in with an alternate account, all is well. Are there any other tests I can run that would pinpoint the single user?
